			<description>This is scary.  The state has a crappy record of securing data. And they're doing this to be part of the HIE because of a little paperwork. The states MIS (IT) department stinks. They should not be allowed to create systems that handle sensitive info.</description>

			<description>Just like every other target grant, this will be mismanaged. People will be hired to perform this function, and once funding runs out, those hired to develop or implement the technology will become permanent state employees and a burden on the budget. So much for trimming the work force. The health care system is already broken, despite the technology already in place.</description>
