Obama skims over some Afghan realities

WASHINGTON (AP) – Can more U.S. troops in Afghanistan really convert Afghans into an effective fighting force? Will allies answer the call to do more? Is Pakistan truly prepared to take on the extremists who pose the greatest threat?
President Barack Obama said yes in his speech Tuesday laying out his plan to pour 30,000 more troops into the Afghan war, then begin pulling out in 18 months.
The prospects, though, at least judging by recent history, are mixed.
A look at some of his claims and how they compare with the reality on the ground:
OBAMA: The extra U.S. forces for Afghanistan “will increase our ability to train competent Afghan security forces and to partner with them so that more Afghans can get into the fight. And they will help create the conditions for the United States to transfer responsibility to the Afghans. ”
THE FACTS: The problem with Afghan forces is not just their lack of numbers. And it’s not an unwillingness to fight. The problem too often is their effectiveness, once trained for combat. Too many get into the fight but don’t remain or don’t perform.
A major change of approach promised by Obama’s new chief commander in Afghanistan, Gen. Stanley McChrystal, is to partner whole U.S. and NATO combat units with newly fielded Afghan units – large and small – so the Afghans get more exposure to professional military leadership practices and combat tactics. This is an approach that was used to good effect in recent years in Iraq.
——
OBAMA: “Because this is an international effort, I have asked that our commitment be joined by contributions from our allies. Some have already provided additional troops, and we are confident that there will be further contributions in the days and weeks ahead.”
THE FACTS: Obama’s confidence skirts years of mostly empty-handed American efforts to get others, including allies in NATO, to deepen their commitment to combat in Afghanistan.
One reason, which Obama did not mention, is that other countries, particularly those in Europe, have viewed the conflict – and its likely solution – much differently than Washington. They have seen it primarily as a humanitarian and reconstruction mission, rather than a counterinsurgency fight. And they have pushed for greater nonmilitary means of addressing Afghanistan’s instability.
For a time there also was a European sense of hangover from the U.S. invasion of Iraq and a perceived go-it-alone bent by the Bush administration.
Obama is technically correct in anticipating that some allies will offer more assistance, possibly as early as the coming week during a series of NATO consultations about how the troop requirements of commanders in Afghanistan might be met. But history has shown that these troop contributions often are incremental, sometimes slow in materializing and frequently with conditions attached.
——
OBAMA: “In the past, there have been those in Pakistan who have argued that the struggle against extremism is not their fight, and that Pakistan is better off doing little or seeking accommodation with those who use violence. But in recent years, as innocents have been killed from Karachi to Islamabad, it has become clear that it is the Pakistani people who are the most endangered by extremism. Public opinion has turned. The Pakistani Army has waged an offensive in Swat and South Waziristan. And there is no doubt that the United States and Pakistan share a common enemy.”
THE FACTS: It’s true the Pakistani army this year has launched offensives against extremist elements in the areas cited by Obama. What he did not mention, however, is that the groups being targeted by the Pakistanis are those that threaten the Pakistani government – not those, also based in Pakistan, that are focused on attacking U.S. and Afghan forces on the other side of the porous border.
Obama administration officials have publicly praised Pakistan for taking on the extremists in Swat and South Waziristan. But they also have made clear that they want Pakistan to put more military pressure on the Afghan-focused extremist groups, which have so far not been confronted on the Pakistan side of the border, other than by airstrikes from U.S. drones.
Among the groups not yet confronted directly by the Pakistan army: al-Qaida, whose top leader, Osama bin Laden, is believed to be hiding on the Pakistan side of the border.
——
OBAMA: “Let me be clear: There has never been an option before me that called for troop deployments before 2010, so there has been no delay or denial of resources necessary for the conduct of the war.”
THE FACTS: He is correct, despite being accused by former Vice President Dick Cheney of dithering by taking the autumn to review options for Afghanistan.
Former Afghan war commander Gen. David McKiernan asked in 2008 for three brigades – of which two were approved for deployment by Obama in March of this year – but wanted the third to arrive in 2010, not earlier. His successor, McChrystal, posited a range of troop buildups – favoring about 40,000 – but did not ask for them to be in place as early as this year.

This country has to "rethink" our options with combating Al-Qaida ...
there will NEVER be a clear "WIN"...this is a twisted "ideology" we are fighting, NOT another nation.........
WAY to much "politics" being played in this "war".......
Bin Laden should have been dead & buried by now, at least twice over......
Pakistan has done more to hinder than anything in this........
in general, with all the "cash" payments that this damn country made to OTHER factions ( countries, tribes & individuals etc) we clearly didnt get our moneys worth........ AND the real kicker....this country has NO idea where most of this money actually went........MILLIONS flushed down the toilet....money this country DOESNT have.............
in some captured documents that were obtained in '04 or '05, part of Al-Qaida's plan was to bleed the west "financially" on a couple of fronts, these WARS AND causing turmoil in this country internally with our own financial problems ( us finding we havent enough money to see to our own needs)..its workin...........
and we wont get into the human cost in all this........
plain & simple...this crap isnt worth it....
I have worked in the Middle East in a couple of different country's in the 70's....the phrase "" you can lead a horse to water but you cant make it drink"" FITS...in friggin SPADES...........
we are fighting an uphill battle we will NEVER win.....
But, of course you'd know nothing about that.
I have no confidence in him or his ability to run this country and/or a war.....
We Americans are screwed until Obama becomes just a bad memory....
Involve our allies to a greater extent.
Seal the border with Pakistan
Now where have I heard all those ideas before? I know I heard some president or another say the same thing. If he had only added the word "win" or "victory" into the speech and few less "It's not my fault", it could have been the same speech I've heard for the last 8 years.
He does do a great job in informing our enemies of our strategy and plan and I have to give him credit for that. With all the aid and comfort he has provided we may get a card at Christmas or invited to the next big barbeque/beheading celebration.
I am afraid I will have to disagree with you. Obamba could not qualify for a position at Mickey-D's 'Is the hamburger done or not?' You need to decide NOW.
Obamba would first need to see what the opinion polls said about the burger and then make a decision that would attempt to denote the burger as both done and not done at the same time in case their was a problem later. Also you can't blame the undone burger on the previous manager.
I'd reccomend him for a Community Organizer, but a fast food manager - no way!
Exactly how does being trained to stir people up to demand more services from the government and overload the system for your own political aims qualify one to be commander in chief? He might be qualified to come up with labels like "tense, multicultural situations" but not to lead the armed forces.
You're basing your assumptions on how decisions, and what he chooses to legislate, not on his qualifications to hold the position. Reagen was an actor, Bush failed multiple businesses, Truman was a haberdasher. How are they any more qualified?
I take my disgust of his policies out of the equation, and merely look at his qualifications. I believe, this is the same that is said for say, New Haven Fireman?
'Oh well - it's my opinion and I see quite a few others share the same opinion.'
We all know what opinions are like. Too bad not all of them are created equally.
'Too bad these Liberals can not admit that due to their stupidity and being suckered into voting for Obama the rest of us will pay for decades and pay and pay and pay.....'
Do you forget that Republicans, Democrats, Liberals, Conservatives, Radicals and everything in between voted for him? Or does this slip your mind like, I don't know, facts?
'Exactly how does being trained to stir people up to demand more services from the government and overload the system for your own political aims qualify one to be commander in chief?'
You're obviously confused as to what a community organizer does. Most work for non-profits, with the intent of offering THEIR services to individuals in need, not asking for them to ask for service from the government directly. It is a matter of community empowerment, so again as I stated, you aren't aware of this.
You're confusing PACS with that of community organizing. Those who offer food to the homeless are community organizers, perhaps you need to review a definition and more examples.
'He might be qualified to come up with labels like "tense, multicultural situations" but not to lead the armed forces.'
Please explain, with clear examples, how this is so.
It is fruitless....what the hell are we fighting for anyway.
We are suppose to be peace makers with olive branches tie them to a whipping post and whip them with an olive branch and threated to pour salt on their wounds.Stop, just stop...All my life, this is bull, and I mean bull, they used to worship the bull,Moseses brother made the bull,in the old testement,we are in the new testement, catch up here, ask an astrologer,Taurus was,Pisces(the fish, Christ is) and aquarius is on the way(John the baptist)the water carrier,Remember the Jorden baptizing. On earth as it is in heaven, the bull is obsolete.(taurus)look a few more degrees over, and get with it.
Stop fighting for a minute don`t worry about fighting and take a look at the children is this what we teach them by example.
