This is so that the CBO numbers (total cost) will be artificially low.

Mr. Lamont did not go to the convention to win. He went to the convention to force a primary for an unpopular incumbent. He only needed 15% of the votes, but received 30%. If Senator Lieberman was not going to represent the state as a Democrat, then he should not have participated in the primary. No one is disputing his victory, just the manner in which it came about.
