Senate passes labor concessions deal

Hartford (AP) – The Connecticut Senate has approved a package of state employee givebacks that are supposed to save the cash-strapped state about $700 million.
Senators voted 32-3 in favor of the resolution, which overwhelmingly passed the House of Representatives earlier in the morning. They later approved a separate bill, 32-3, that applies the concessions to nonunion workers as well.
The agreement includes wage freezes, higher prescription copays, unpaid furlough days and retirement incentives.
Bargaining units that agreed to wage givebacks were promised no layoffs for the next two years. That provision irks some lawmakers who question how the governor can streamline state government without shedding some employees.
They also pointed out that private sector workers aren’t receiving no-layoff assurances.
