Correction Officers Union want more protection
By Mark Davis, WTNH Chief Political Correspondent, on Jul 24, 2008
(WTNH) – Packed beyond capacity, safety has become a growing problem behind prison walls. Correction officers, paid to keep the peace, often find themselves the target of attacks.
The Correction Officers Union says not enough is being done. And today, lawmakers who have most of the prisons in their districts, joined with the Speaker of the House to announce a Prison Task force aimed at making things safer for those working in the prisons.
The last time the Correction Department allowed a television camera into a Connecticut prison was 9 months ago. It was a day that the Correction Officers Union was warning about a growing and serious overcrowding problem.
In the past year, the prison population has grown from 18,900 to nearly 19,500. According to one source, there were five serious assaults on CO’s in a period of just eight days.
“There’s been actually an incident a couple of days ago in Enfield where an inmate broke the nose and cheek bone and eye socket of a correction officer,” Jon Pepe, of the Prison Employee’s Union, said.
They say part of the problem is that the maximum security facility, known as Northern, is jam packed. They also claim the gang program has been moved there, as well as Adminstrative Segregation for violent prone and troublesome prisoners. They allege the department moves inmates out of Administrative Segregation known as AS too soon and too often before they are ready because of the over crowding.
“An inmate, that had graduated from the AS program at Northern, was transferred to Corrigan and violently attacked two officers,” Brett Owen, of Prison Employee’s Union, said.
“These incidents are a wake up call,” House Speaker Jim Amann said. “And, these are just the ones that we know about, that we should be talking about openly before one of these fine men and women really get injured extremely bad or might lose their life.”
The Speaker of the House announced the formation of a task force, made up of guards and others, who work in the system to recommend ways to cope with the overcrowding.
The Governor said today that her commissioner says that incidents of violence are not any worse than in previous years. “When you look at the statistics, over the last ten years, I’m saying ten years, not just recently, it averages to be about the same,” Governor Jodi Rell said.
Speaker Amann says he wants the Correction Department to participate in the task force. But, a spokesperson for the agency says they haven’t received the invitation yet and won’t comment until they do.
Whatever is recommended is likely to cost more money at a time when money at the State Capitol is in short supply.

A second "offense" DUI got me 4 months. I went in 16 months after my last drink. I didn't belong there. Give me a bracelet or something and let me go to work and home. A good number of us should never have been in there!
If 1/2 of the storys I heard were true about paroles being violated for things like being a few minutes late for an appointment and other lame reasons. Overcrowding my
behind. Don't be fooled. Connecticut likes it "correct-
ions" system just the way it is!
I worked my behind off to be able to pay for my apartment for 4 months I wasn't there, and managed to save my job. Otherwise i'm homeless and on welfare and you're all paying for me.
Theresa C Lantz, Please submit your resignation effective immediately.
Theresa you have proved to be incompotent to carry out your own mission statement which states and I quote "The Department of Correction shall protect the public, protect staff, and provide safe, secure and humane supervision of offenders with opportunities that support successful community reintegration" You have failed to protect your officers.
John E Sieminski you must resign effective asap on the day two of my brothers were attacked what did you do? Nothing thats what. I saw you with my own eyes leaving the facility the same time you always do. lets see to of your staff get attacked and you are business as usual. That makes us Rank and File not respect you one bit. How can you run a facility and not have the respect of your men?
JODI RELL AND THERESA LANTZ I ASK YOU THIS IF 5 LITTLE BOYS ARE RAPED IN YOUR TOWN TODAY DOES THAT MAKE IT OK BECAUSE 7 LITTLE BOYS WERE RAPED IN YOUR TOWN TEN YEARS AGO? HOW DO YOU SLEEP AT NIGHT?
in the last 10 years NOT A SINGLE TIME has CERT (the dept's tactical operations unit) been activated until 2008.
In 2008 over 3 times in 6 months...
the incidents in prisons that used to be quiet are now out of control. All facilities are dealing with problems that were not seen since the early 90's, and the governor and the commissioner are telling us its all ok?
Its clear that the only people the state is interested in protecting is the hard core criminal (welcome to 1990 all over again).
...once the monies are appropriated by the General assembly, DOC takes the monies and re-appropriates the cash, cooks the accounting books, so when the brass is accountable, the re-cooked accounting paperwork is fine...
such routine policies by mgt only emboldens the predatory offenders to continue such violence against staff, then the rank and file are held accountable for the violence...8 out of 10 times offenders versions of violence are up held, and the staff suffers not only the trauma of assault, but the indignity of being the scape-goat for a seriously mis-managed prison...this is due simply to the poor quality of the DOC leadership, investigators, managerial climate, and philophies...
each incident is "investigated" by the DOC...and every investigation is kicked back to the person doing the investigating to be 'amended' to the "political" wishes of Majors, Deputy Wardens, and Wardens... routine and common knowledge within the DOC... DOC as a hole, could not investigate why the sun rises in the east...
why else would DOC hire a spokes person and pay him 6 figures to twist the facts... seems to me the Public information office studied the 'Joseph Gollebels" 101 hand book...
the rank and file Officers, counselors, and maintaince officers, are working against two diametrically opposed forces...the offenders, and the big brass...
see you all at my disiciplinary hearing... :->

Bring back the dogs. A dog does not care about politics, who is who, race, sexual preference, crime(s) committed - all the dog cares about is the safety of his master.
The number of prisoners to guards is astounding. You can have 50 to 100 prisoners to 2-4 guards. You tell me if that helps you sleep at night. I sleep with the phone next to me waiting for that call. At any time the prisoners can turn and attack the guards. At which time all the guards have to protect themselves is a body alarm and skills to fight. No weapons!
Being a CO is the hardest job there is. We the public will never know what they really go through everyday. Or what they SEE everyday. We need them to be safe.
You (Rell)worry about the public and getting that vote. Well if you want mine then listen to your public. Stop looking at the numbers on paper and start looking at the number of guards to prisoners. Then maybe you will get that vote.
We put you in office to listen to us and you choose to reads demographics. The deomographics are right in front of you. Your state employees are asking for your help. How can you turn a blind eye? How do you look the voters in the face?
my guess... $7 for the admin - $1 for the CO...

The ball is in our court if we drop it we will have to wait god knows how long for the chance to fix things.
Thank you for helping to make DOC safer for all of us.
The answer is easy he is greedy he sacrificed what his whole career was about for a huge payday at the DOC. It is also not to bad a deal for the state/DOC to have a paid lier with the media contacts to help kill a story and enable the DOC to continue there cover ups.
Well maybe if these so called "Correctional Officers" didn't act like ***holes to the inmates they might see that they are human just like them.
I know of several so called "Correctional Officers" who brag about how they can control the inmates.I say they get what they get and until they learn RESPECT is a two way street the violence in the jails will continue.
